Out of country trips

I am divorced and a mother of two minor daughters. My ex-husband signed/notarized a form allowing the girls to receive passports. I was hoping this would be enough to go on a trip to Mexico or a cruise. I was recently told I have to inform my ex-husband of where and when we are going and he has to do a notarized letter approving it. Is this true? I had to grovel for the first notarized form : (

That is often correct, not for legal purposes, but to satisfy airlines or customs officials in certain countries before entry.
