Legal Question in Immigration Law in Minnesota

My car was towed from my apartment parking lot as they were cleaning .I did not receive notice. I went to the towing company and offered him payment for 193 through credit card.He said they would not accept credit card or check and gave me the address of ATM. I went out to talk to my wife over phone and returned. It was close to 5:40pm and he said he would close at 6pm. I came back and he was not at his desk. My car was right there and I had keys. I took my car and headed towards ATM.I was stopped by the police officer.I told him I was heading towards ATM. He asked me to come out of car , handcuffed me and ask me to sit in his car . I was repeatedly telling him I was willing to pay.My 3 year old daughter was with me in the car. He talked to another officer over the phone and asked me if I was willing to pay. I said yes. I went back to the lot and there was another officer. I explained the same to the other officer and paid the money in cash and got the receipt. I asked the officer if it goes in to my record. They said NO. Iam a permanent resident in the USA. I intend to become a US Citizen .I want to know if I need to disclose this to the immigration when I apply for Citizenship? I was not charged or got any ticket.If I don't disclose , will the immigration be able to find this out as Iam told that I don't need to disclose as I wasn't really arrested? Please advice

I suggest that you contact the police to confirm whether they consider this to be an arrest and whether there is any record of it. If not, then I do not believe that you would need to disclose it as it seems to be merely questioning by the police, not anything criminal.
