Yes, you can marry in Mexico if both of you are single. Whether or not you will be able to bring him as your husband to USA will depend on many factors, such as for example: has he ever been to USA, if yes, on what visa, for how long; did he stay in USA illegally, how long; was he ever under Immigration Court proceedings or ordered deported, etc?
