My husband was deported to Mexico 5 years ago after serving a prison sentence on drug charges. Will he ever be able to come back legally and what is the process?

Depending on the charges and conviction, he may never be able to come back. Certain drug-related crimes make a person inadmissible to USA. A waiver can be available for only certain drug offences (as a very narrow exception). You should consult a lawyer.
