Can I use a copyrighted song in a public service announcement I created under the fair use law or any law?

Unlikely. Although "fair use" does allow use of another's work, it is somewhat limited and a PSA would not eliminate infringement if there is no consent from the author. Best bet is always to contact the author when in doubt.
