Does the executor have a time line to file the will/trust and does he have to follow the terms of the trust/will?

Ordinarily, if there is a will, the executor has to file it with the court at the beginning of the probate proceeding. That is one of the first documents to be filed.

And yes, it is the executor's job to carry out the instructions contained in the will. There may be some items in the will that are not binding, such as naming a guardian for the children. Most provisions are binding, however.
