Legal Question in Civil Rights Law in Missouri
Citizen complaint vs. Police Department
My local police department has a
citizen's complaint form for the police
harassment that plagues the
impoverished side of town. I would
love to file one of these forms, but
the form won't be accepted unless it
is notarized. As a one-income head
of a five-member family, I really can't
afford a notary. Is this discrimination,
and do I have any rights I may be
unaware of?

Most banks offer free notary service for their customers. If you have a bank account, check with them.
