Legal Question in Credit and Debt Law in Missouri

My sister was living with a man, their relationship ended her possessions where packed in a Uhaul locked POD. There were 2 police officers present during the packing. The next day when POD folks came to retrive the PODs her exboyfriend refused to allow them to be taken claiming he held a mutual interest. The following day he called the POD company and told them to come and pick them up. Upon inspection we found he cut off the locks and took every electroinc item and anything of value. We have tried to get the prosecuting attorney to charge him with theft and return of property but they will not do anything . We have tried a civil standby with no result and the police refuse to make a report. My sister is currently still making payments on some of the items this man is holding. We dont have the money for a replevin what can be done??

It sounds like yoru sister may hve to sue for the value of the property. If they purchased the itmes together, She may only get 1/2 the value.
