can my brother make access to my mother restrictive because he has medical p.o.a., even if she wants to see me? She is in a home for the elderly, in the memory center

A poa just to make medical decisions should not t provide power to the strict. But, nursing homes mes know that he can mover her to another facility, so they'll honor his wishes. If your Mom m is still sane, she can terminate or change the poa appt. You should consult directly with a probate attorney, in her or your area.
