Legal Question in Family Law in Missouri

I filed for guardianship of my three step grand kids. after finding out they had no running water in the house for a month. Two days before the hearing I was informed that the G of L was not going to recommend guardianship based mostly on what my 8 yr old grand daughter told her. that her mom said I was going to just come and take them out of their house. and she didn't want to live with me.I was told to tell the mother I would drop the case if she would give me visitation of the kids, which she did in a heart beat. So I had her sign a agreement between us for visitation and had it notarized. I know that it is not a enforceable by law. but she has since stopped letting me see them after I told her if my grand kids were being abused it needs to stop. Which I think they are. Does that agreement carry any weight as far as me filing for court ordered visitation. or do I have any chance at all of a judge giving me visitation. Or should I file for guardianship again. But who know what the mother has put in the kids head since them. Mother don't want the kids but don't want any one else to have them either.she don't want to lose the EBT and stuff she gets off them
