If a finalized german divorce decree with no mention of child support payment was issued, can another divorce decree be issued 3 years after with a set amount?

If the child and the custodial parent reside in Missouri, the Circuit court in theri county may have jursidiction to hear a Motion to modify or establish child support. But, if the other parent is not a resident of the US, the Missouri Court may not be able to obtain juriusdiction upon them. The custodial parent might first try to have the German decree modified. It might be enforceeable in Missouri.
