Legal Question in Family Law in Missouri

I am an Indonesian.
I was married to an American, legally, Dec 2000 - June 2004.
I lived on Kaneohe USMC base until Nov 2001, went back to Indonesia, 4 mos pregnant, our baby was born in April 2002 in Indonesia.
Ordered by his CO, he set an allotment for the BAH with dependent being sent to me til his active duty ended April 2003. He joined reserved til 2007, but never set any allotments or send any supports til now.
Some child support was mentioned by HOnolulu court on our divorced paper even I never received any. But it isnt my concern at the moment.
Recently I learnt, he got twin babies from other woman in May 2003, born in Canada. after, My ex and the twin mum, lived in Kansas, til before May 2004. And my name was registered on the address where he used to live with her and the next address after that.
I believed that he claimed allowances with dependent from USMC during his reserve time & others tax benefits by using his legal status being marriage & have a children with me but not supporting us at all.
Again .... I am not interested in filing for child supports at the moment, but I'd like to know, how could I file for this complain, so he could go to jail for faking all those informations about me to IRS and military and make him give me back all the benefits with dependent he had claimed.

Call the FBI and tell them that he is fraudulently either getting benefits or deductions that he is not entitled to if that is the case.
