Legal Question in Family Law in Missouri

What happens when you are having a modification of custody and each party has a request fir the other. One a drug test, the other a mental health evaluation. The drug test is completed by both parties within the 10 day period. But only one party pays and schedules appointments. The other has went well beyond the allotted time and still has not made the appt or paid the fee
