Legal Question in Immigration Law in Missouri

How does an individual gat a Visa for the United States from Romania. He is in the states on a work visa for entertainment. Does have a passport.

If an individual is already in USA, he cannot apply for a visa (because visas are issued by US consulates abroad). This individual can apply for a change of status to another non-immigrant status (visa) by petitioning with the USCIS (if he is eligible).
