If your period of authorized stay had expired or/and you no longer work for the employer who petitioned for you, you will not be able to extend or change status.

You can possibly apply to extend or change status if you are still in a valid period of stay, as authorized by the I-94.

Conditions of economy in your native country are largely irrelevant when applying for extension or change of a non-immigrant status (visa) in USA.
