Speaking in broad terms,a permissive driver is a person who has been given permission by the owner of a vehicle to operate it. In general, the owner's insurance policy will provide coverage to a permissive driver, and will not provide coverage to someone who is not a permissive driver. For example, if someone steals my car, my policy won't provide the thief with coverage if he hits a pedestrian while driving it. But if I loan my car to my friend, who then hits a pedestrian, my policy probably would provide coverage to him for that claim.
Insurance policies typically have a "Definitions" section, where each important term in the policy is actually explained and defined, so you should read each policy carefully.
