POA rights to checking acct

Recently my mother had her POA taken away. The ''other'' lawyer involved said that she didn't sign the necessary banking papers and now this lawyer has filed to become the guardian. Was it wrong for my mother to start paying bills from the checking acct. She contacted the local bank first and wasn't asked to fill out any special paperwork.

Is it your mother's power of attorney or did someone else grant your mother his or her power?
