an illegal child (Ireland maybe) is orphaned in the united states. He has no birth certificate and is being cared for by an elderly man. Where do we go to get information?

You should try to locate his family, especially if you are not even sure about the child's nationality.
Birth certificates are usually provided by the appropriate authorities of the child's country of birth. Usually, it can be issued to a child or his parents, or his guardian. You may want to contact child's embassy for assistance.
