Legal Question in Immigration Law in Nevada

My mother wants to find out how should she obtain another permit from immigration since back in 1989, she had obtain a permit. In 1998, they took the perit and told her that the law she was under had been expired(zambrano). In 2002, she went to an immigrartion office and asiked if she could get another permit and they told her that she had to wait for 1 child of her to turn 21. Now she has 2 children over 21 and wants to know if we could petition her. But, when she went to another office they told her that she had her own case and she didn't need us which way would be the best way or is there another way?????

You need to clarify what kind of permit she had; why it was expired in 1998; how and when did she come to USA; what offices she went to for advice; etc.

Typically, yes, a USA citizen child who is over 21, can petition for his or her mother. However, a mother should be eligible for adjustment of status in order to obtain a residency permit (Green Card) in USA.
