In example if you commit a crime in 2006, but are not charged until 2009 when a bill was passed to increase the penalty for the crime you commited in 2006, which law would you be governed to you?

The penalty should be governed by the law that was in effect when the crime was committed in 2006, not the new law the became effective in 2009.
