can the police get a search warrent for drugs at my house if no drug use or sales are present

If they *know* ahead of time there is no contraband, or evidence of a crime, in your house, they can't get a warrant. If they have probable cause, however, based on reliable information, to believe there is contraband, or evidence of a crime, in your house, they can get a warrant. The fact that nothing turns up in the search that follows won't retroactively render the validity of the warrant, if you follow me. It all has to do with the quality of the information they have at the time they seek the warrant, not with what they actually end up finding.
