13 month waiting period

I am trying to find out under what section or statue that the part that say's that a person has to wait up to 13 months for a replacement green card?

Processing times vary depending on office backlog - if you have been waiting for an extended period of time, you may want to consult with a lawyer of reasons for the delay and then make an inquiry with the immigration office through a lawyer for the delay. Good luck!
