Are manufacturers of digital cameras such as nikon or sony required to provide consumer with service manuals for all of their products?

There is no requirement of providing any such manual, although most manufacturers will provide users manuals to owners. A service manual may have proprietary information that is only provided to licensed or contracted repair facilities in order to protect any techincal information that they do not want a competitor to have.
The only right you have to information is based upon any promise they made to you, generally in writing, regarding access to such information. For example, if the box said that is comes with a users manual and it did not, then they would be obliged. I hope taht is of some assistance.
