Legal Question in Family Law in New Jersey

I have custody of my granddaughter. She is 9 years old. Her mother, my daughter, has visitation rights that says she is to take her daughter the last weekend of every month.Due to this visitation right I cannot leave the state. My health condition would greatly improve moving to a warmer climate. My daughter has not come to see or visit her daughter for the last 8 months. Can this be considered child abandonment?
