What do you do when the orders of the divorce decree are not being honored? ie..,refinancing of house, parenting time.

You may file a motion to enforce litigant's rights and to hold the other party in contempt of court as well as seeking legal fees and other sanctions in connection with enforcing the order.
Contact me to file such a motion or you may file Pro Se; but engaging counsel is highly recommended in such matters.

You ask the court to give your relief. Relief could be that the Court appoint someone to carrying out the financing and sign your former spouse's name on documents.

I would file a motion to enforce the Property Settlement Agreement with the Court. Prior to filing, you might want to request the other party comply in writing - so you can ask for fees and show the judge you attempted to resolve this first without running to the court.
