Can he file a restraining order against ME?
My ex-husband has been ordered twice to pay me some money he owes me for expenses to set my son up in college. He was first ordered in October of '08 and he didn't pay, I have had to continue to file papers and again he was ordered in April of '09 and had 30 days to pay me. He still won't, he says I have to wait. I keep texting him and emailing him about the money throughout this time (trying to collect a debt) and he now tells me he can file a restraining order against me. IS THAT TRUE?

For multiple text messages he could charge you with harassment. You must ask the Court to hold him in contempt and put him in jail because he has disobeyed the order of the Court.

You really could use some help from a divorce lawyer.
He does not pay as ordered, you try to persuade him to pay, and he now threatens that you are harassing him? You need to take action against him. And you need to avoid giving him a way to cause harm to you by claiming that you are harassing him.

He could try to file a TRO against you depending on what you said in the text messages.
A better course of action is to file again with the Courts but to ask for a warrant to issue and to hold him in contempt of court.

He "can" file, whether or not it is made final is another story. I would stop bothering him and have a lawyer handle it for you. It seems clear that he is not going to pay you without some legal intervention. Call me at 732/247/3340 to discuss.
