How can I get my husband who deserted us, to relinquish his parental rights?

My husband left me after 6 months of marriage, and while i was 5 months pregnant. He did show up for the birth, and came to visit for the weekend one time. My daughter is 7 weeks old and i got 20 bucks from him. He does not call, or come to see her. Never even attended her christening.

He is an alcoholic, and on PA parole until 2007, and is currently being arraigned on DUI charges.

I am on welfare do to medical problems and the state is going to go after him for support, but i want to petition him to give up his rights. Can and how do i do this?

He can voluntarily surrender his parental rights. That is done with a written document called a Voluntary Surrender. You can also file a Complaint with the Court to terminate his parental rights. However, you should check with welfare about this. They may have the right to contest a surrender or termination, since they are providing you and the baby with benefits.
