Legal Question in Family Law in New Jersey

Reduction in Support due to change in Job

My question is for my boyfriend who recently moved to Massachusetts from New Jersey. He has 2 sons. One 8,

whom he has sole custody, & is collecting no Child Support from the mother, the second, whom he pays

an outrageous amount on, which is garnished from his federal paycheck. He has been told he must return to the state of NJ to get this reduced. The problem is, he cannot afford to. He's living off $320 every 2 weeks. After he pays the mother of his 2nd child.

He has the paperwork to complete to do the reduction, but needs assistance in filling it out. No Massachusetts lawyer will help. Please advise the direction which is best for him.
