I know the wet foot/dry foot policy pertaining to cubans coming to america and that if he can get here then he can stay, but if i help him to get here am i breaking some law or subject to some form of punnishment?

If you are planning to assist him in crossing the border illegally (without proper paperwork), then, yes, it will be alien smuggling.

Wet feet/dry feet policy doesn't apply to border crossing from Mexico.

However, if he is in Mexico, he can come to the border crossing and apply for asylum as a Cuban refugee.

If you go to Mexico and bring someone into the US over the Mexican/US border you could be charged with a crime.

Even though your friend is from Cuba, I would suggest that you not bring this person into the US without going through the proper channels.

If you do you could end up in prison for a very long time.
