Legal Question in Immigration Law in New Jersey

After INS- What can you do?

I just wanted to know what can an immigration lawyer do while an inmate is waiting to get picked up by INS? Obviously, He has an immigration hold.

Can the lawyer notify DHS (Dep. of homeland security) that he has someone to represent him or anything like this?

I'll appreciate any answers.. Thank you!

BTW- He hasn't received the Notice to Appear yet.
