what is the best process to have my wifejoin me herequickly?

I am a permanent resident since 08/08/2005;I got married this year in France.I understand that we will wait at least 5 years for our application to be processed if I petition for her now.Should I wait to become US citizen to petition for her?My wife is french and lives in France.What is the best ,efficient and quickest way to petition for her and have her join me here?If she comes in on a student or trainee visa,can I still petition for her??Thanks for your help.
