Unfortunately, an individual who resides in the United States illegally and who is pre-selected as a selectee into the Green Card lottery (DV lottery) would NOT be able to claim a green card by either adjustment of status or going through consular processing. Either way, his application will be denied.

If they reside in USA legally on a valid and unexpired visa (status), then they can apply for a green card through adjustment of status.
