Can a company ask have some people sign non compete but not others if the positions are the same?

Yes, they are free to do that. They just suffer the exposure for those employees they did not ask to sign the agreement. The enforceability of these depends on their reasonableness and sometimes whether you were already employed when asked to sign it.
