Legal Question in Employment Law in New Jersey

i am employed by a local city goverment. a recent approved State N.J. grant wants to pay me $35.00/hr for after hrs. work. The City's Mayor refused this offer to me and states that I must accept only his hourly wage of $22.00/hr. Is this legal? Cana City's Mayor override what a State grant is willing to pay their nurses.?

Sounds suspicious. Do you think the mayor wants to pocket the difference between the state rate and the municipal rate?
