Deception or Fraud

My father signed a contract and lease for section 8 assistance with the NJ DCA. The term of both is clearly stated that they are 1 year documents. My father has been under the belief that for the last several years that since no renewal documents had been sent for his signature he had no contract. Only recently have I learned that the original documents that he signed are '' Lifetime'' for him and yearly renewable for the tenant. He now belives he was decieved into signing one thing and it turning out to be another. Can my father file legal documents to break both the contract and lease?

Unfortunately, with or without the document, once you get a tenant he is there for life unless he doesn't pay the rent or the unit becomes owner occupied. This is regardless of what any lease may say.
