tenant wants to break lease before moving in
Can the tenant be held responsible for a lease (due to begin
Dec. 1,2003) even if the tenants never move in?

If the Tenant signed the lease, they are bound by it. However, the Landlord has an obligation to "mitigate damages" or in other words make an diligent effort to rent out the apartment to another tenant. The damages therefore will probably be minimum, a month or two to locate another tenant.
