if someone borrows your car and commits a crime elluding police, reclace driving etc, can the owner be charged

Yes, and it happens more than you may think. With just about any offense where the driver is not pulled over (red light ticket, eluding, etc) the owner is presumed to be the driver. Your lawyer will have to prove otherwise.
