who is a fault if I inadvertently back into a car parked in a 'no parking' zone?

Yours. You hit a parked, non-moving car.
If you are being sued or the other driver wants you to pay, you must either pay them personally, or contact your insurance company and tell them so they can defend the claim (your insurance cost may go up).
