Since the restitution was ordered by the judge, failure to pay it may constitute contempt. Contact the municipal court and tell them that the defendant has not complied with the court-ordered restitution. The court should issue a summons to bring the defendant before the court. You can also attempt to obtain a civil money judgment against the defendant which you would attempt to collect like any other judgment. But having the municipal court judge order him to pay again may be your best bet. Theoretically, the municipal court judge can fine the defendant or even consider jail if it finds the defendants failure to pay to be contemptuous. That is a lot more powerful than a civil money judgment. Good luck.
