In the state of New Jersey, if you change the engine of a car to a lower mileage engine is it still criminal to change the odometer?

The question is does it matter that the car has so many miles on it, including the frame and other parts, aside from the engine. Is it honest to reduce the mileage so that it does not show the likely wear and tear on the entire car, not just the engine. You know the answer.
