is the power of attorney able to lock up the property or house of the person they represent from anyone, such as other family members?

The answer will depend on the powers given the attorney-in-fact in the document itself.
However, in general, the powers are usually very broad, and would typically include the power to preserve, protect, rent, sell, etc. real estate....meaning that he could keep people from going into the house. As a practical matter, that is probably a good thing, so that the assets inside the house don't get stolen, etc.
