Can a will in New Jersey be contested 4 years after the person has died?

The answer depends not on when the person died, but when the Will was probated. If the Will was probated 4 years ago, then generally no...The contestant would have a heavy burden to explain why additional time should be granted to contest the Will. [e.g. if they were never provided with Notice of Probate, the statute of limitations to bring a Will contest may never have run and a judge might allow them to bring their Will contest action].
