Hi-

My father was recently laid off from his company with no severance package?

Can they legally downsize and not offer a package?

If your father was management, he may have had an employment contract regulating this. If he was non-management he may have had a union contract regulating this. If he had neither, then technically speaking he could be fired for no reason at all without a severance package of any kind as long as it wasn't for any discriminatory reason. If for example he was over age 45 and he was replaced in his position by a person under age 45, he may have a claim for age discrimination.
