Legal Question in Family Law in New Mexico

I am the grandmother and my grandson was placed with me at the age of 14 months til he was 7 as his mom was in jail and rehab. I only had temporary custody. Now my grandson is 15 has been with his mom but doesn't want to live there as he has a lot of resentment for her not being there when he was younger. His father was never in the picture. What rights does he have? His punishment when his grades aren't good is to not let him visit me and his grandpa, but he is usually with us every weekend.
