An Illegal Alien can't apply for U.S. citizenship. They might be able to apply for residency (green card), etc.

Only a close family member can petition them for residency (e.g. wife, husband, mother, father, adult child, a sibling). Any US citizen can sponsor them under the Affidavit of Support.
