Depending on how the foreign national came to USA and what is his visa (status), the couple may face a number of issues applying for a foreign spouse's residency in the USA.

Being married to a US citizen doesn't always guarantee that a foreign national can stay in USA, live there permanently and later become a US citizen. He needs to meet all federal immigration requirements.

If one comes on a Tourist visa and marries a US citizen, yes, most likely he will be able to apply for permanent residency (green card) in the United States.
