If the Mexican Embassy in Juarez, Mexico made a mistake on your visa application and said it was nothing they could do and you also loss out on your money for the visa/permit, who is to blame? How can you get your money back or get your visa?

I don't know the particulars of the situation you are asking about.

However, if your non-immigrant visa was denied, it cannot be appealed and the money (visa fee) is non-refundable.

You might be able to reapply again with a new application and a new visa fee.
