claims deposit

my husband is a truck driver for a moving company (van lines). when starting with these companies they take a claims deposit from his first check to cover the possibility of furniture, etc. being damaged while he was responsible. it is common practice to hold these deposits for one year before reimbursing. he found a better job and was told his deposit would be returned to him 1/16/05. out of the $2,000 he has been told he is getting back $1500, undisputed. however the owner of the agent will not give his office workers permission to cut the check. it seems he spends his winter months in a warmer climate and cannot be reached by my husband. what recourse does he have besides repeatedly calling and asking when he will receive his money? they did not want to lose him as he is classified as a ''#1'' mover. however does the former employer have the right to hold his money indefinitely like this? what recourse do we have?
