Legal Question in Business Law in New York
Where can corporations be taxed and regulated? What if the corporation is doing business but never filed a certificate of doing business? Where can it be sued?

Anywhere it is conducting business. If it has not filed a certificate of doing business, it has no standing to sue, and may have problems defending any suit.
