Legal Question in Business Law in New York

Can you form an LLC outside of the state you live in if the business activities are outside of the country? I was told that Delaware has an LLC friendly system in terms of tax and fees.

Yes, but you also may have to file as an out-of-state LLC in the state in which you conduct business in the United States.
